EHDC are consulting on a new Local Plan, the consultation period closes on 4th March
There are four sites in Rowlands Castle that are being proposed as suitable for development in the proposed local plan from EHDC. Our focus is on the two sites (RLC1 and RLC2) that are within the central area of the village, referred to as ?Land at Deerleap (north) and Land at Deerleap (south).
The consultation does not include specific planning applications, but would earmark each site for future developments and enable easier planning applications going forward.
What is the issue? The two Deerleap sites are particularly concerning, they do not form part of Deerleap House but do sit within the historic core and conservation area of the Rowlands Castle.
There are a number of issues relating to these potential changes, but the main issue is impact on the conservation area and the character of the village. On previous proposals relating to this site Planning Inspectors have attributed a high level of significance to the contribution that the grounds of Deerleap make in relation to the area?s conservation. They consider that the undeveloped nature of grounds are a vital component of the rural setting of village and Conservation Area and that its development should not be permitted.
The conservation area statement states that ?on the South side (of The Green) is the high flint wall of the Deerleap, a substantial house with sizeable grounds, plays an important part in creating the character of the Conservation Area. The grounds of Deerleap are a basic landscape component to the village and forms a firm rural edge to its southern side, as well as a separation from neighbouring settlements and a contrast to the built form encircling The Green. www.easthants.gov.uk/media/3137/download?inline
How can you find out more? A consultation event is taking place at Merchistoun Hall, Horndean, this Tuesday (20 February) from 3.30pm until 7.30pm.

What can you do about it? EHDC need to hear feedback from residents. There is a website set up to capture feedback, which needs to be registered separately against BOTH Deerleap sites (RLC1 and RLC2). Feedback needs to be submitted by 4th March.
