I appreciate this is slightly a longer email than most, apologies, I was only informed a few days ago.
East Hampshire Planning Application Software will be unavailable between 23rd May and 3rd June 2024. The software used for East Hampshire planning applications is being moved to the Council’s new IT platform. This is a very complex process as the software is over 30 years old.
The East Hampshire planning applications website will not be available during the move, between 5 pm on 23 May and 11am on 3 June 2024.
This means that customers will be unable to view current or historic planning applications. South Downs planning applications are not affected, as different software is used for these applications. Officers have been working closely with the software suppliers to minimise the downtime and limit the disruption to the planning application service and inconvenience for customers.
We are currently implementing a new software for planning which will avoid this type of disruption in the future. A summary of the key impacts on service delivery are set out below: Commenting on Planning Applications While the website is unavailable, information on the website will advise that the timescale for commenting on current planning applications will be extended to reflect the downtime.
The extended time for each affected application will be shown on the website when the system is back on-line. Town and Parish Councils are being advised by email that the website will be unavailable and that the timescale for submitting comments will be extended.
The portal for submitting comments will not be available. For any plans previously viewed, Town/Parish Councils and East Hampshire Councillors can submit comments to planningdev@easthants.gov.uk
Submission of Planning Applications – Customers can continue to submit new planning applications via the National Planning Portal, but these will not be received by the Council until the planning application software is back on-line.
Assessing and Determining Applications – The planning application system will also be unavailable to planning officers during these dates which will impact our ability to assess current planning applications and issue decisions. Regular planning agents are being advised.
Planning Enforcement – We will be unable to check planning application or enforcement history. Documents associated with the investigation of current breaches will not be accessible.
Land Charges and Searches – We will be unable to complete local land charges searches during the downtime. Planning history is a key element of any search.
